教研新知（第七十五期）學校發展──教育行政與政策：近年西方教育政策改革重點
推介文章：龍佩(2008)，20世紀西方教育政策特點，《科學與管理》（2008年01期），頁21-23。 文章重點：上一個世紀，西方國家頒布一系列的教育政策，並在一些重大的教育問題和措施上作了探討和調整。文章作者為湖南師範大學教育科學學院龍佩，她綜合了西方國家共同關注的五方面教育改革重點，書寫成文，值得教育同工注意及閱讀。茲簡述如下：
1. 教育質量：教育質量是教育改革的目標。現在的教育需求不只是科學和技術方面，更反映在教育與世界的相關性上。在質量含義的發展過程中，傳統意義上對寫字和算術的重視並沒有改變；對教授、課程、教學法等的重視亦沒有改變。究竟教育質量含義應朝著哪個方向拓展呢？很多國家認為是：(一)知識：寫、算及核心科目的認識；(二)價值：團結、性別平等、尊重人權等理念；(三)技能和能力：解決問題、與人交往、進行團隊工作等；(四)行為：願將所學加以應用。
2. 教育公平：教育機會的均等是很多西方國家的價值取向。具體內容如入學機會均等、教育條件均等、教育效果均等等。教育改革要促進公平，應不分種族、性別、地區、家庭背景等差異，為所有公民提供高質素的教育。近年，世界很多國家都不斷發展民主教育、全民教育、補償教育以及特殊教育等，反映著對人人平等的社會理想的不斷追求。
3. 終身教育和全民終身學習：它是近代的一種教育思潮，指出教育應是一個人從出生到死亡持續進行的過程，包括學校教育、家庭教育、社會教育等正規教育和非正規教育，覆蓋基礎教育、職業教育、高等教育、繼續教育等。它可超越教育的階段性、使個性化與多樣化的整合得以實現，還可使人發展其獨特性和創造性等。
4. 教育與可持續發展：它是上世紀提出的新概念，使人反思教育的失誤而醒覺到須重新認識教育的地位。可持續教育發展屬於每一個人，從早期教育到成人教育、職業教育、教師培訓、高等教育等，都可以進行可持續教育。它要求人們進一步思考人與社會、人與大自然的關係等。
5. 教育治理：這裡是要指出分權和集權的平衡。一些經濟體正在進行教育分權，而另一些經濟體則處於教育再集權的過程。然而，東方國家教育體制中逐漸增加了分權因素的同時，某些西方政府也正在重新出現某種形式的集權。美國頒布「不讓一個孩子掉隊」法案，目的在於建立責制標準，確保學校的教學成效，如果後進學生未達教育標準，學校需承擔責任。
作者最後指出「平等」和「卓越」是上世紀教育改革的主題。對於未來教育政策的制定，改革將更重視教育改革的持續性，更加注重教育政策制定的廣泛性，並會進一步提高高等教育的參與程度，擴大學習方式的選擇等。(重點撰寫：香港教育學院教育政策與行政學系副教授余煊博士)

教研新知（第74期）教與學──學生學習：提高學習主動性進行有效教學
推介文章：李萍(2007)，提高學生學習主動性論綱，《天津農學院學報》（2007年第14卷），頁52-55。 文章重點：為準備新高中通識教育科課程，不少中學老師都積極構思如何讓學生進行有效學習，因為教師們認為，學生欠缺學習主動性是學習通識教育科的一大障礙。在【提高學生學習主動性論網】一文中，作者李萍指出要改變學生鬆散及拖沓的學習狀態及提高學生學習主動性可以從兩方面著手。第一，培養學生非智力因素來端正學習態度（包括樹立明確學習目標、培養學習興趣，以及從集體中學習）；第二，改革教學方法來充分調動學生的積極性，讓學生參與學習中。
就培養學生非智力因素的論點，作者認為要定下明確的學習目標，學習才有針對性和主動性。但是，教師們也要注意，一個清楚明確的評估準則對學生來說也非常重要，因為它有助學生定下明確的學習目標。作者也指出培養學生對學習的興趣能幫助他們學得更快和更好，但教師同時也要考慮學習材料與學生學習能力的配合，過淺的教學材料難以引發學習動機，而過深的教學材料則令學生無法參與。此外，群體對個體能產生影響，可提高學生學習的主動性，若能適當地加入協作及合作學習的元素，可加強學生掌握相關技巧的能力以作有效的同儕溝通。
就教學方法的改革，作者認為教師應為學生營造一個平等、寬鬆的教學氣氛，讓學生自由地在學習中發展興趣。加上教師詼諧幽默的講課風格，讓學生參與其中，從而使學生成為課堂的主力，肯定自己的觀點。此外，教師用少批評，多鼓勵的教學手法，學生才敢於積極思考和表達自己的意見，才能融入課堂，從學習的消極被動者變成學習的積極主動者，提高學習的主動性。除作者以上提出的觀點外，筆者建議教師們還需要實行具體教學策略去改善學生學習的主動性。教師應提供框架協助學生積極參與，而不是讓學生胡亂獨自摸索。且要在課堂中通過事例分析，讓學生參與其中，讓他們從事例中認識評估要求。
提高學生學習主動性不單如作者李萍所言，是一次長期複雜的工作，還是教師與學生互相影響、互相促進的過程。教師適量的協助有效幫助學生積極參與探索、加強學生主動學習的動力。（重點撰寫：香港教育學院數社科技學系副教授蘇詠梅博士）
